Norm Ai, a New York startup that builds AI agents for legal and compliance work, has raised $120 million in a Series C round at a $1.2 billion valuation. Founded in July 2023 by John Nay, the company uses what it calls "agentic law," where AI agents handle legal tasks while experienced attorneys supervise the process. The round pushes total funding past $260 million in less than three years.

The legal AI software market is growing fast. According to MarketsandMarkets, the sector is expected to reach $10.82 billion by 2030, up from $3.11 billion in 2025, at a compound annual growth rate of 28.3%. A Bloomberg Law survey published in June 2026 found that 83% of lawyers now use AI in some form, up from just 19% in 2023 according to Clio's Legal Trends Report. That wave of adoption has drawn venture capital into startups like Harvey, Luminance, and Norm Ai.

Khosla Ventures, the first institutional investor in OpenAI, led the round. Blackstone, Bain Capital Ventures, Craft Ventures, Coatue, Vanguard, New York Life, TIAA, Tony James (former President, Chief Operating Officer, and Executive Vice Chairman of Blackstone), Jeff Hammes (former Chairman of Kirkland & Ellis), and Fenwick LLP also participated.

Why Trust Remains the Biggest Challenge in Legal AI

Law firms and financial institutions handle sensitive matters where mistakes carry real consequences. Most AI tools in this space focus on narrow tasks like document review or legal research. Few attempt to cover the full range of legal work with professional oversight built in.

Norm Ai is structured differently from most legal AI companies. In addition to building the technology, it operates an affiliated law firm called Norm Law, LLP. Norm Law runs on Norm Ai's platform and employs senior attorneys who supervise and improve the AI agents. The company both develops the tools and uses them to deliver legal services to clients.

How Norm Ai Plans to Spend the $120 Million

The new capital will go toward hiring, expanding legal practice areas, and developing supervisory AI agents. These agents serve a specific function: when companies deploy their own AI in regulated settings, Norm Ai's agents can check whether those systems are operating within legal and compliance boundaries.

As AI agents take on more tasks in finance, healthcare, and other regulated sectors, the question of who monitors those agents becomes harder to ignore. Norm Ai is building what amounts to a compliance checking layer for enterprise AI.

How Norm Ai Works and Who Runs It

John Nay founded Norm Ai in July 2023, drawing on research he conducted between 2016 and 2022 on AI and legal theory. The company, based in New York, operates under the parent entity Nomos Ai, Inc.

The company has three units. Norm Technology builds AI agents designed by attorneys. Norm Law is the affiliated law firm that uses those agents to serve institutional clients. Supervisory AI provides a verification layer for AI agents operating under legal or regulatory constraints. Norm Law is chaired by Mike Schmidtberger, formerly the Chair of the Executive Committee of Sidley Austin. Its partners include former senior lawyers from Ropes & Gray, Kirkland & Ellis, Simpson Thacher, Paul Weiss, Davis Polk, Skadden, and Latham & Watkins.

Because Norm Law runs on Norm Ai's technology, it charges based on outcomes rather than billable hours. Traditional law firms earn more when work takes longer, and AI model providers tie their costs to the volume of data processed. Norm Ai argues its structure better aligns incentives with clients. Clients representing more than $30 trillion in combined assets under management currently use the platform. The company's leadership includes Troy Paredes, Head of Capital Markets Strategy and former SEC Commissioner, and Ben Lawsky, Senior Policy Advisor and former Superintendent of the NY Department of Financial Services.

The Investors Behind Norm Ai's $120 Million Round

The Series C attracted a mix of venture capital firms, asset managers, and private equity players. Khosla Ventures led, with Blackstone, Bain Capital Ventures, Craft Ventures, Coatue, Vanguard, New York Life, and TIAA all participating. Individual investors included Tony James and Jeff Hammes, and Fenwick LLP, a law firm, also joined.

Many of the same investors backed earlier rounds. Norm Ai raised $48 million in January 2025 from Vanguard, Blackstone, Bain Capital, Citi, TIAA, and Coatue. Blackstone invested another $50 million in November 2025 alongside the launch of Norm Law. Henry R. Kravis and Marc Benioff are also among the company's backers. Total funding now exceeds $260 million.
